I remember a custom clothing/shoe company named "ayya" made pretty awesome looking Fur vests for men and women. They specialized in Ninja Tabi shoes very nice looking stuff, sadly they went out of business, leather is expensive They used a lot of leather, fur, snake and gator/crock skin, ripstop ballistic nylon fabrics and the prices were around $500.

If i had a money i would of gotten a custom vest to cosplay as creeper.

For anyone questioning the scar and brace keep in mind that this is an Arkham City design, meaning Hugo Strange has probably screwed around with guys like The Creeper, especially The Creeper considering his... mental health...
